Program Manager

Job Description:

The Program Manager for the Overdose Data to Action (OD2A) program holds a pivotal role in tackling the overdose crisis among Black residents in Harris County through grassroots initiatives, education, and prevention programs. Demonstrating exemplary leadership, they oversee all campaign aspects, organizing and executing community outreach and engagement efforts. Spearheading mass educational awareness initiatives and prevention activities, they disseminate crucial information on harm reduction strategies and available resources. Leveraging expertise in public health and community engagement, the Program Manager develops and implements strategic plans to maximize impact and reach, ensuring effective coordination of stakeholders and resources. Their leadership drives the mission to combat the opioid epidemic and save lives within Harris County's Black community. 

Roles and Responsibilities: 

  • Oversee implementation of the OD2A campaign, focusing on harm reduction, education, and linkage to care services. 

  • Coordinate Harm Reduction Resource Fairs and Naloxone trainings throughout the community. 

  • Lead the team of Community Outreach Coordinators, providing guidance and support. 

  • Collaborate with key stakeholders to strengthen partnerships and enhance program effectiveness. 

  • Develop and implement strategic plans for mass awareness material distribution, harm reduction resource fairs, and naloxone training. 

  • Monitor program performance, analyze data, and measure impact. 

  • Facilitate meetings of the Harm Reduction and Substance Use Advisory Coalition. 

  • Ensure compliance with program requirements and reporting standards. 

  • Provide regular updates and reports to senior management and stakeholders. 

  • Conduct community outreach activities to raise awareness about harm reduction strategies and available resources. 

  • Coordinate distribution of mass awareness materials in targeted areas. 

  • Organize harm reduction resource fairs and community naloxone training sessions. 

  • Provide one-on-one support and resource navigation assistance. 

  • Collaborate with community organizations and stakeholders. 

  • Assist in development of client needs assessments and data collection. 

Administrative Duties: 

  • Oversee program budget, tracking expenditures and ensuring compliance. 

  • Manage grant applications, reporting, and compliance. 

  • Maintain accurate records of program activities and outcomes. 

  • Supervise program staff, including recruitment, training, and performance management. 

  • Lead program planning efforts, developing goals, objectives, and timelines. 

Qualifications: 

  • 2-5 years of experience in community engagement and public health initiatives, focusing on substance abuse and mental health or community outreach. 

  • Strong leadership skills with a track record of managing teams and guiding health-focused campaigns. 

  • Excellent communication and interpersonal skills. 

  • Knowledge of harm reduction strategies, opioid addiction, and the healthcare system. 

  • Bachelor's degree in public health or social work preferred.
